If you read the original article, it says that they are unbanning accounts who were HIJACKED for the purpose of gold farming. The article went on to mention that they are aware people will try and abuse this opportunity to get their accounts unbanned. This means if you do get unbanned from that appeal, the person who accepted your appeal wasn't doing his/her job.
