Apparently my account got limited and now I have to provide them my social security number. Is it safe to do that? I currently can't send or receive money until I give them my real life information.

No. They specifically want to know more about you and your entire life, so you must give them your life info so they can trust you and let you use them so they can scam you.

Paypal is safe, out of millions a few have a bad experience, like roomscape. I've never had one problem.

I trust PayPal over anything tbh. 

I've never had the experiences Roomscape is referring to, I had multiple accounts limited when I were underage. But that was my own fault, now I am all good with PayPal.
