I think you are taking this topic too far, as what I can tell you do not like the user posting this.

It is annoying, yes.

However, I don't think there's a way to ban it. It can be under many links. 

 

lol. You can't really ban an image, there's 1,000 of these out there.

If you were to ban that link, there'd be another of them somewhere and that link would get passed the filter. There would be no way you could ban that image.

Anyway, banning something like this would just escalate into aboose.

You can't really ban an image per say but banning the URL is doing able. That being said, the people could just upload that image. In this case that's not even an image :P It's a flash file playing on the web page so if admin bans that url then it would remove it unless the user gets that flash file which is unlikely because you can't right click download a .swf lol

Well, I said ban it because it quite honestly annoys me a lot; I just think it shouldn't be allowed and hopefully that would be enough to deter most of the people with a worse sense of humor than myself.

You can't ban images, but if they are offensive or breaking the rules they can get warned, temp banned.

 

I agree. If it's against the rules, then it's a problem. If not, just hover before you click.

Don't click links you don't trust, and this won't occur.

It's as simple as that.
