Like the proxies have been used before, and jagex knows that ip for botting.

When your buy our private proxies they are yours to use. No one else will be using them.

Am I missing something?  I thought you used a proxy so that your IP would be different, and therefore when you get banned, you can appeal as if someone else had access to your account.  Is there another use for them?

Yes, run multiple bots on multiple different proxies to prevent them from getting banned all at once / keeps your home IP safe
