No, its not illegal, just because its against the rules of runescape does not mean its illegal. Making a bot like OSBOT or Advertising other bots isn't allowed. and making it public is illegal though.

If you threat someone online or on a forum you can get months jail

 

I've had heard about a guy that have been treatning someone ingame and on runescape forum He got 9 month in Jail

Botting is not illegal. It is against Runescape TOS, but the only thing that they can do is ban you. RWTing isn't illegal either, but if you do trade a lot of gold then the government might want you to pay taxes, but screw the government trying to take peoples money so they can fix their 15 trillion dollar debt.

In the uk if you're earning under 75k GBP you don't have to VAT register your business.

They won't put botters in jail, but they can put the website owners in jail
