On my vps I can access RuneScape and have java installed but when I go into osbot to download the client it says there is a error and j need to turn on java ?

It looks like OSBot's DDOS protection service (Cloudflare) is blocking your IP since it thinks it's suspicious.

You might need to get your IP manually whitelisted by a staff here.

Ah is that so, I’ll message someone then and try. 

You can also download the file on your computer and then transfer it to your VPS via USB mode. There is an option that your windows VPS detects any inserted USB sticks on your own pc, which comes in handy quite alot

 

EDIT:

You can also transfer files easily via FTP if I recall correctly
