I mean, if he is going to scam me he should learn some mandatory english first. Now I cant even figure he is trying to scam me, so maybe he will pull this off.

    I'm still trying to figure out if that's from a sincere Russian that just wanted to get a cheap deal on some skins or not.

    Learn some mandatory english? The word you're seeking is "basic" as in learn some basic english first. If you're gonna rip a guy and his entire country for not speaking English at least make sure you master the language first.
