I've heard about NetBeans, and IntelliJ, are there other ones out there that are better?  Maybe more user-friendly?

I think the most commonly used one is eclipse. It's what I use . There seems to be little debate over which IDEs are better. I think most people just use what they started with.

Give all of them a try and see which one fix you the best.

 

For me, I use IntelliJ for 1/4 of the time and when it come to scripting for RS I use it 90% of the time.

Eclipse is the best and the most user friendly!

I use eclipse and I like it.

Intellij Idea, eclipse's code completion is retarded and slow.

there is no "best" IDE(altough theres a obvious top 3 orso, don't try crap like blueJ) it's an opinion. I prefer to work with intelij, some prefer eclipse because they're more comfortable working with that, i'd say give some a try, and see what you work better with.
