I tried to recover it to show to @RuneScape that the acc even couldnt be recovered from me (If i maybe have been lying about creating  on VPN) He could easily have said no and i wouldnt bother ;)

Yeah if runescape agree's then its no problem, however you will stay in TWC And will be prohibited from doing services until you've fully paid back. 

 

And no, you are responsible for the services done as well as the account's price.
