As stated above you most likely have a flagged IP and therefore will get chained ban for any accounts you create. Sorry to hear about your loss.

The user has been banned due to failure to respond within the allotted time period, if he wishes to return he will need to refund you. Sorry for your loss.

As @Asuna said, no evidence is sufficient in the form of logs and need to be Skype chat screenshots. As stated earlier nothing can be done as of now but if the user wishes to return then he/she will have to refund you before being allowed back into the community.

Unfortunately the user is banned already so there isn't anything we can do as of the moment, but if you can post some evidence of you buying the account off him then we can make sure he has to refund it before returning

You will add someone on Skype, depending on what happens first either the payment/bond will be given and you activate it. Then the one event which hasn't taken place will occur after that ^_^
