What happens if the user only uses the bot? Just because they aren't active in the community, or even logging in the website doesn't mean they don't use the bot. If they already have the script they want or write their own scripts they don't need to log in the website.

There is a 99.99% change the original owner will always be able to recover his account with the old login way. I don't know about the email way. I'm pretty sure if you have the email you will be able to keep it always.
