Actually in Belgium you're allowed to have one female plant and 3 grams of weed on you is illigal but tolerated and will only get you a simplified verbal process ( vereenvoudigd proces verbaal) and it also may not disturb people around you so you're not actually allowed to smoke it in the park or anything. The pass you're talking about is probably the Dutch weed pass i guess? or there is some new thing I have yet to know about
