You asked for a ban on another account, therefore you are not breaking any rules relating to ban evading. Ban evading is meant for people that have been IP banned due to breaking rules or scamming an OSBot member. Dispute Closed.

If your question is directed towards members of the community scamming one another they will be dealt with according to if they are innocent or guilty. The pending section is for open disputes and Super Moderators or Administrators will do work to see if they are indeed a scammer or not and will punish them accordingly. Hopefully this clears up your questions.
