I'm not saying that implementing this will eliminate scams, they will still happen. But they will not happen as frequently. It's less likely that a person with 10-20FB will scam a member then it is a member with 0 FB. If they want to sell accounts they should participate in the other parts of the markets first.

I'm wanting to put a stop to Runescape account sales on OsBot (For the most part). From what I've heard people have been scammed buying account and there have been multiple disputes. What I would like done is to have a minimum feedback number in order for somebody to post a thread on the account selling section. Because no matter whatever you pay with they can recover the account. You should vote yes if you want to keep OsBot scam free.

Highly unlikely anyone will pay 15M OSGP for this account because you have no reputation. You should go sell gold / Buy gold and get some feedback before you try to sell accounts. Using a middleman is pointless as you can recover the account whenever you like.
