I missclicked on yes, But it should be no. I don't think there should be requirement, for the very fact that there are many people who can write amazing scripts, but don't have scripter rank, doesn't mean they shouldn't be allowed to make private scripts.

I think Jagex has clearly stated that after 1 quashed ban another ban is directly Permanent, no exceptions even if account was hijacked or w/e. So wouldn't recommend botting it.
