I feel that they should be permanently banned if they are proven TO HAVE THE INTENT of scamming. This is how it works in the legal system as well. If you have no intent of killing someone you will still be charged with manslaughter for an irreversible action. In this case if the user has no intent or mens rea, they should be put in TWC indefinitely until both parties are satisfied. On the other side of the coin, if they DO have intent, they should be banned permanently and unquestioningly even if they refund or attempt to make amends. They have proven that they are capable of and WILL scam given the right circumstances and for an appropriate amount. Thank you for reading and let me know your thoughts regarding this matter.
