it's beneficial to start off doing quests, Unless you are going to just fully bot it till it's banned. (money making) If not start doing quests & Then do Experiments/Al-kharid's/Ghoul's anything really.

I wouldn't do 99 prayer on a tank honestly it only adds levels I would get 70~ or even lower as you will only be using prayer with potions anyways.
