That's like a month of waiting and hoping the user doesn't log-in in the meantime In this situation, the user registered on 30 March 2014 and has last logged in on 18 October 2014 so he was active. There's always a 1 year time before the name can be transferred so if the user was never active, we consider the registration date as the last time he was online. I hope this answers your questions if not, feel free to quote me and I'll reply asap!

We only change the name if the user hasn't been active for a year or more so if you wait a bit longer, the name might be returned to you.
