He also attempted to get a refund for an account that was most likely still in his possession. It was already kind of suspicious that he never created a dispute for it.

Yes, it is possible that they flag your IP although I'm not sure if they do that for 2 day bot busting bans.

Oh okay, I wasn't aware of that. Anyway, he has been online, acknowledged the warning and yet he failed to reply here. So I'm going to go ahead and remove that feedback.

I've notified the user and requested him to post here in regards to him lying about his payment and leaving you that feedback. If there's additional evidence that you can provide that might help in this case feel free to post it and a staff member will review it.

User has acknowledged the dispute but failed to reply. In addition to that he deleted everyone from his skype so I think it's safe to say that he's not going to pay you anymore. I'm sorry for your loss. Feel free to create a seperate scam report regarding that so if he wishes to appeal we'll know that he still has to refund you.

I've notified him and placed him into the TWC usergroup since his registration email matches the name used for the PayPal transaction. He has 24 hours to reply.

Since @Wise Old Man stated that he will take you up on your word and will be paying you he will have to keep his word. That and the screenshot you provided of completing the order is sufficient evidence. I've notified the user and placed him into the TWC usergroup for the remainder of the dispute.
