well my computer is very LOUD, you can hear it from downstairs and there is around 8 rooms in my upstairs ;o i've been suggested water cooling b4, i have no idea wat that is tho

My computer is VERY loud because of all of the fans inside the computer, you can hear my computer from quite a long distance away... Is there anyway i can cool it down? If i have to buy parts for inside my computer i'll be taking to a local shop to have it fit for me? I need something that is very good that will completely silence it, thanks
