They shouldn't be banned as when you're twc you're either in a current dispute or paid back a dispute and still not trusted to be a full fledged member. There would be no motivation for anyone to refund if they'd still remain banned.
I just raise my prices even more and if they accept I know something fishy is going on.

I'd say 100 postcount for new users to do services as well.
Seeing still can cause scams, E.G someone says add this skype need this quest and/or service done, and the user is new and doesn't ask for pm or account.

Good update, but when I was twc I had to prove myself to you and to the community I could be trusted while being twc. So how would a twc who has paid their dues get out?

That's what i've been doing, there is little risk that your main gets banned unless it's high amounts of gold and/or you've been botting on main at any point within a 2 week span.
