Yeah there is a lower rate. Make sure you work out your times in GMT, as Jagex's offices are in England. From personal experience, I've had accounts banned on Saturday morning but never any later than 11am. After midday Saturday (12pm) until around 10//11AM on Monday is a 'safe-zone' to a degree, but there are automatic bans which can happen at any time, I'm simply talking about the manual moderator perm bans.
