I told him I couldn't send it because paypal was saying "This user cannot acccept this type of payment" so he said send me 2$ more and its a deal now he backed up, just a scub.

This is true. My bank held payment due to user not being able to accept the money via friends and family and now I'm waiting for the money to be refunded to me, currently have held of users 50mil till sorted as I don't want him receiving money and saying he hasn't so until refund cleared.
