So what does this do?

 

It changes your hardware ID.

I thought the only way to truly change your HWID was with a complete wipe of the HDD that windows is installed on and with a reinstall of windows. 

If you follow the exact path, it should definitely be there.

Jagex doesn't use HWID at all.
