But i cant send the money to my other account because there is apparently a 20 hour offer limit. This must be in game time because i have had the money on it for a week now. Is there a way i can send the money to my other account?

You can either purchase it via RuneScape.com / or if you want it to be cheaper you can find a gold selling website, they usually sell bonds for a bit cheaper than Jagex does.
