It was put in place as a fail safe to prevent people from joining the site and spamming advertising or in some cases posting and messaging key loggers. This is a cap that is put there for non VIP+ members and I believe the limit is one pm topic evey 30 minutes (unless @Maldesto changed it but that's the jist of the story.
