Explanation: Paid him 15M to power level for me, was banned a day later. Said he would refund, so I'm posting this just incase.

    Correct. 

    There are several disputes against the user in question, we will archive this for when he wishes to make his return and ensure that he has refunded all those who have been affected before doing so.
