If i wanted to transfer funds from a bank (specifically bank of america) to a persons paypal. Would the transaction be instant? 

My transactions from my local bank to a persons paypal is instant, so I'm sure yours would be too.

Some transactions are, some aren't. Haven't figured out why yet.

where i am from, i take money to the bank and it takes like 5 days to get into my paypal balance.

It's always instant, regardless of what they tell you. However, banks made money from interests and bs fees so they will tell you there is a few day wait period while they use your money to lend it to others and make interest on it. That's why banks always give you delays before using your money. Otherwise, everyone would use it too fast before the bank could successfully invest and loan it.
