If i wanted to transfer funds from a bank (specifically bank of america) to a persons paypal. Would the transaction be instant?

My transactions from my local bank to a persons paypal is instant, so I'm sure yours would be too.

Oh sorry, for a direct payment it's instant but to add funds/withdraw to/from a paypal account balance it's 3-4 days.

It's always instant, regardless of what they tell you. However, banks made money from interests and bs fees so they will tell you there is a few day wait period while they use your money to lend it to others and make interest on it. That's why banks always give you delays before using your money. Otherwise, everyone would use it too fast before the bank could successfully invest and loan it.
