Fastest is probably firemaking but u lose a lot

Cooking fletching or crafting, all can get 150k xp per hr

Fletching, Hunter, Crafting, Theiving, Fishing, Woodcutting, and possibly consider Smithing, Mining, Range, and Magic.

How is mining?

25k ~ 35k xp /hr depends where u mine

You could power mine and probably get decent xp/per hour (30-35k). If you're looking for a fast skill-cape though fletching and cooking definitely win that competition.
