Just now found out.

I think everybody should be allowed to do it, but the idea of the community being able to do this would give the mods the same dilemma as when we asked to change the title of our threads.

A few specific moderators complained that it was taking out the power of being a mod, and that it was really easy to just click report on your own thread and ask for a title change.

i think they should tbh, you do have to pay a good bit of money for it and it's a recurring payment so.. i'd say it deserves a couple extra features.
