Really the only thing I'm concerned about is him killing himself. Its selfish and stupid. And yes he needs to go to rehab and intense therapy because 14 year old children should jot go around with lethal weapons. As for jail, he won't go there as he is under age, the longest he coulf possibly go to juvy is for 10 years, and thats when you murder someone. So his life is not fucked, he just needs to realize that there is more to life than taking drugs and doing stupid shit. And this goes to a lot of people here in osbot, don't do drugs all it does is fuck things up for you and others.

It's the result of the law being waaaay too strict. The police should just have taken him to the police station and called his parents and taken the drugs away. Maybe with a fine, but no jail time...
