I'm assuming that new accounts, and reported accounts are the only ones that are watched by jagexes bot detection because even i think they wouldn't have the recourses to monitor 90k accounts at once.. and probably accounts that detected on a  injection.

During peak times, only like 60k people play. Their system is automated as Juggles said. Detection is only a matter of a time, no matter the anti-ban or injection method.

Its an automated process, so in due time your account will get flagged and banned if your not taking the necessary steps to insure it, but even then you cant be 100% sure.
I had a few accounts banned, including a account with maxed melle and 99 mining and fishing fm and a few others if i remember correctly and i had stopped botting on the account at this time for nearly a month and i think and i still got perm banned.

whether anyone believes the same as you, it wont matter. what works for them may not work for you. their detection methods could be randomized, who knows.

An algorithm does the job and the more flags you have the more compute they are going to put on you. IE limit your flags and have an antipattern good enough to delay your ban as long as possible.
They very much do have resources to monitor all those people and they are getting better at it. Sadly for us. Getting banned now is only matter of time.

No one truly knows, but I see a lot of common advice to limit your botting and mix it in with some legit gameplay.

Well legit gameplay won't help if you are serious about blotting, but definitely doing the same thing for 10 hours a day is a flag.
