99 Slayer or 99HP, just because the account would be worth a shit ton.

On a non money making mind I'd say agility because the cape is sick and the skill is tedious to train.

Construction/prayer since they are the most expensive to get up 

I'd pick runecrafting to have that shit skill out of the way and to have a nice moneymaking method from the start.

id get 99 bank stand....its very tedious and has no benefit at all. but even at 99 id prob do it still.

I’d probably do agility or construction. Both are amazing skills but con would probably be a bit useless until you leave the account a bit more. 

range, you can still do alot with the account like pvm and pk for money and fun

But with 10 hp and 1 def good luck with any boss fights.
