Is it possible to cause a "flagged ip" by constantly creating "tut accounts"?

In the case of Tut account sellers, make 1000 or + account in the same ip could cause that Jagex put a Flag on it?

acc will strat to get banned or locked, yeah

there is no way they do them all on 1 ip, there is something called proxy

I think they cap/limit you on how many accounts you can create at a time with your ip.

I usually have to use proxy sites to create like 3 at a time.

They use Rotating proxy that have Millions off proxy's sometimes But i got one with 35k only.

i creat 2-3 Each proxy. RoTate after 20 Min

But does yours change ip frequently whilst actually doing the lvl3s within the rotation time.
