My starting stats are att 70 str 70 def 70.

The fastest way to att 99 str 99 def 99, just use a whip on controlled? Or get 99 str with abyssal bludgeon first?

obby sword with obby armor and berserker necklace and switch to full dh when you are like 95hp is the best way to train.

obviously str>att>def in that order.

maybe ~80 attack first since it doesnt take long and helps quite a bit

I also watched a youtube video on maxing efficiently where they went into a lot of the math behind each level and the exact benefits they give. Once you are about those stats, it says the following:
Train Strength to 99
Train Defence to 75
Train Attack to 99
Train Defence to 99

well full obby is really only worth it if you use zerk necklace and obby sword. But yes, I'd say this is your best option till about 90 strength. Then DH

the obby set gives 10% accuracy and str bonus if you use obby weapons so obby sword is best until you can use dh
