However, Seems like the times I'm successful at it is when I've put a decent amount of time into the account aside from botting.

I honestly think the more legit you've played on the account, the more likely Jagex is thinking their system gave a false-positive? No idea, but accounts I've played legit on and gotten 176~ qp and all stats for that legit, seem to last months on months. New accounts are RIP'd.
