Just because Maldesto vouched he's the Original Owner doesn't mean he's trustworthy? Is he offering some type of insurance? No? Exactly so what's stopping him from recovering anyways he already has a TWC. Why else would he still have that TWC.

He vouches for him BECAUSE Decode is the OO. Therefore, there's probably not a lot of risk
