I've used osbot for years and I cannot run it or use it after downloading it on my laptop? Also it seems like java is not properly installing even though I have run the setup wizard and installed it numerous times?

I'm pretty sure this is usually a java logo on my desktop rather than a piece of paper.

IT seems like i cannot like properly download java. I clearly have it as im playing runescape on osbuddy, but like everytime i download it it finishes the download and install but the setup icon never changes to like the actual java icon to show i have it

Not sure but maybe this thread by Explv can help you.. Also make sure you have Java 8 not 9.

 

Depending on what Anti Virus you have, sometimes it can interfere with your network and stop you from downloading certain things. Usually because the anti virus detects it as something hostile. This happens a lot with AVG. 

Try running it as a java app from the command line, or open with->java.
