Always will be, but don't worry about it overall. If you aren't large scale farming (20+) you shouldn't have to worry about your ips. 

It's not. Proxies are used to avoid chain bans, it's purely a myth. I bot some accounts way more than I should according to the myths going around, while on "flagged" IPs. 

So if you're ip flagged what do you need to do?

So IP flagging is not a thing? I've been thinking that my IP has been flagged all that time lol

I'm of the opinion that it would be kind of silly to think that the footprint left by botting multiple accounts on the same IP would be ignored, it is one of the most obvious & traceable footprints one can leave behind.
