Usually when I'm paying from my balance they don't charge me a fee. From my experiences they only charge it if you're paying via bank withdrawal.

Send it as  to Family and friends thing , i don't think fees apply on that but you gotta have a US paypal account for that this is only to use Paypal Balance and send it to another person.

Had a person sent me money without any transaction fees , since he had a US account, so don't think it should affect if the receivers account is elsehwere in the world

ah thats true, i dont think i can recall paying for something via paypal that wasnt like a large company outside of the US

mostly my small Paypal transactions are sent as gifts for like, firecapes, or quest orders and whatnot. and the gift has 0 fees attached
