i doubt you will find what you're looking for in that budget 

the runes alone for 94 magic splashing is 30mish 

bonds + time + other stats makes it cost over your budget

edit just seen your above message :P

 

ive got a few nice zerks with lunars+94 magic but out of your price range

maybe just get a starter zerk and train the magic as you make cash in game?

 

or if you change your budget lemme know and ill sort you out with a nice zerk :)
