Also can the account have some other low stats to help avoid a ban? Name some acceptable skills to level slightly.

be lucky to get 1-40 without a ban

if you wanna bot agility it will take you atleast 2 weeks to bot it safer(still chance on ban but alot lower then if you rush it in like a week)

Will be very tough to get it to 70 in a timely manner without a ban. Some of it will have to be legit or it'd take forever.
