Not sure if this is a thing, or if it's even possible.

There was somebody offering this in the services section, it was 3M per attempt and they keep all the items if recovery is successful.

I don't know what the rules are though :o

you can literally just do it yourself if you have all of ACCURATE info

I have been appealing my near max lvl rs3 main every 3 months for 4 years. No Luck yet.
