How are max hits with cannon calculated? Does range level matter?

I think its your attack bonus that matters. Range doesn't even matter I think. The higher your accuracy the better you hit

wear best accuracy, can be in anything even the melee stats, just need high accuracy

So if you're ranging, just the best range gear you can wield.

The best range accuracy gear yes.

Doesnt have to be range accuracy, can be any just have it the highest you can. It just works off the highest you have

Its your attack bonus. For example, you could use melee gear with high slash bonus and the cannon could do better than when you use range gear. Its all about getting the highest attack bonus. Generally, crossbows offer the highest bonus.

I think the cannon has a max of 30 at all levels

if you're talking max hit its 30 no matter what your range level is, accuracy is based if your highest combat bonus (stab/crush/range ect)
