If he isn't original owner and never stated that he wasn't then he wont have a good chance of recovering the account back for the guy.

 

Therefore it'd have to be refunded

i have posted dispute waiting for mod for approval i was scammed out of 200m.    150M for acc an my own 50m worth of items on account. I will now quit rs so no more accs for me this was last straw too many scammers out there.
