People who take names so other people can't have them. Should do what Runescape does and all the inactive players who haven't logged in for like 2 years and have 0 posts should get a name change so other people can have the inactive names.

I think he's referring to OSbot doing this.

That'd be a nice system (or process) to have implemented. I've been wanting to change my name to 'Darren' but some noob from July 2013 took it and he's got no post-count or any activity at all.

If you're interested in a name of an inactive user, you can PM a mod such as myself and we can look into the user. As long as they have not made any purchases and have been inactive but a long time (~2 Years+) we may be able to change the name for you. VIP+ only of course.
