When does this happen? When the OO claims it was stolen?

I'd also like to know if 2 day bans get quashed or just permas?

basically, let's say  an  account is sold, the buyer bots the account on his IP and gets it banned, >asks  the  seller  to recover it as stolen from his original  IP  and  gets the ban quashed.

i got 2 of those, how to proceed? where to report it as stolen?

The way you'd normally recover them. I just put in and say "hi jagglex, i try comeback runescape but acc no work" and they'll most likely get it unbanned. Worked for me twice :). Good luck!

You can try an account recovery - as in; you act like your can't access your account anymore, they'll look into it and you might get lucky.

There is another way but for that to work your account would actually need to have been hacked/in hands of someone else.
