I know it's possible to play PC GTA San Andreas with an Xbox One controller, although I seem to be going wrong somewhere as all that works on the controller is the left, right, down and up buttons?

I'm not sure for GTA but on CSGO there's a Joystick control option. Possibly run GTA on steam using launch up settings enabling joystick? You can find those online

There's a modification called GInput that allows users to use controllers to play GTA SA on PC, as it isn't working for me I'm just confused to why it isn't.

I know Xbox one has an adapter you can buy to use the controller. Also, you can purchase modded controllers that have bluetooth capabilities already built in them, by passing the need to buy the adapter.

make sure the game has controller support and just fix the settings

If your XB1 controller either has usb or the adapter then you can use it on your computer.
