Maybe the connection is just slow wich makes it not load properly. I have the same issue of the css not loading and images being broken sometimes when my connection is too slow. Scrubforums loads fine (so no problem with Cloudflare), and it was the first time visiting the site on my phone (so no problem with cache), let alone using 4G to access it.
